Cabinet Holds Weekly Meeting

HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, chaired the weekly Cabinet meeting today. 

After the meeting, HE Ibrahim bin Ali Al Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, said that the Cabinet granted preliminary approval of a draft Cabinet decision to establish the administrative structure and define the responsibilities of the General Retirement and Social Insurance Authority. Developed in collaboration with the Civil Service and Government Development Bureau, this legislation aims to upgrade the organisational structure of administrative departments responsible for implementing contemporary social insurance programs in accordance with both the Social Insurance Law and the Military Retirement Law.

The Cabinet also approved a draft decision by the Minister of Finance outlining compensations for tender and auction committee members and secretariats, along with regulations on eligibility and payment procedures. The draft decision was developed in line with the law on organising tenders and auctions.

Additionally, the Cabinet approved a draft decision by the Minister of Environment and Climate Change to issue guidelines for radiation safety practices in industrial radiography and to publish it on the Sharek platform for 10 days to collect feedback. Developed by the Ministry of Environment and Climate Change, the draft decision aims to safeguard radiation hazards in industrial radiographic applications across various sectors by establishing comprehensive guidelines and regulatory frameworks that ensure compliance with national safety standards. 

From there, the Cabinet approved a draft decision by the Minister of Justice to regulate the preliminary real estate registry and to publish it on the Sharek platform for 10 days to collect feedback. This draft decision, developed in collaboration with the Real Estate Regulatory Authority, implements provisions outlined in Law No. (6) of 2014 on real estate regulation. It aims to establish a comprehensive legal framework for registering off-plan subdivided property units and for establishing and documenting all associated ownership rights and transactions. 

The Cabinet then decided to take the necessary measures to ratify a memorandum of understanding (MoU) for a tourism and business events cooperation between the State of Qatar and the Republic of Sierra Leone.

The Cabinet also approved a draft MoU between the State of Qatar’s National Statistics Center and the Kingdom of Saudi Arabia’s General Authority for Statistics for cooperation and expertise exchange; a draft MoU between the State of Qatar and the Kingdom of Morocco on public administration reform and capacity-building in human resources development, and a draft MoU between the State of Qatar’s Financial Information Unit and the State of Libya’s Financial Information Unit for cooperation in combating money laundering crimes.

At the meeting’s conclusion, the Cabinet reviewed three reports, taking the appropriate decisions thereon. These included the first semi-annual report on the National Cyber Security Strategy (2024-2030); a report on the State of Qatar's participation led by HE the Minister of Labour in the Global Labor Market Conference; and a report the State of Qatar's participation, headed by HE the Minister of Public Health, in Arab Health 2025.
